declared state of emergency due to Novel Coronavirus (COVID-19) (https://coronavirus.pwcgov.org), bid
openings will be live streamed using teleconference software. Details for
accessing the teleconference for specific solicitations will be included in the
solicitation or posted as an amendment to the solicitation. The use of
streaming video for bid openings is provided as a convenience for bidders.
Should the streaming link access be unavailable or fail during a bid opening,
it does not nullify the validity of the process or results.

The Public-Private Education Facilities and Infrastructure Act of 2002, Code of Virginia 56-575.1 et seq. (the “PPEA”) and the Public-Private Transportation Act of 1995, Code of Virginia 33.2-1800 et seq. (the “PPEA”) grant the County, the authority to create public-private partnerships for the development of a wide range of projects for public use if the County determines there is a public need for the project and that private involvement may provide the project to the public in a timely or cost-effective fashion.
