Interlibrary Loan (ILL) is the
cooperative process of borrowing materials from and
lending materials to other library systems throughout
the United States including Alaska and Hawaii, and any
U.S. territory, e.g. Puerto Rico and the Virgin Islands.
To be eligible to use ILL you
must:
- live, work or own property in Prince
William County or the cities of Manassas and Manassas Park
- have less than $20.00 in library fines or
fees on your library record
How
do I request an ILL?
- All ILL requests are
placed through
ILLiad. Contact any of the full
service libraries for assistance.
- Materials may be picked up at any Prince
William Public Library System library. EXCEPTION:
Microfilm is for in-library use only at the
full-service libraries (Bull Run Regional Library,
Central Community Library, Chinn Park Regional
Library and Potomac Community Library).
- Patrons may have a
maximum of 13 active requests at any time.
- ILL requests are
accepted for:
- Books
- Microfilm/Microfiche
(including Canadian microfilm)
- Photocopies of pages from
books or articles from periodicals and newspapers
- Non-circulating books,
microfilm/microfiche in MAGIC, RELIC, or Reference
collection materials
- Dissertations and Theses
ILL coverage area is defined
as the United States (all 50 states) and its territories, Canada,
Mexico and the Caribbean (areas contiguous or
almost contiguous to the U.S.).
Requests for materials owned
by libraries in countries other than the United States are accepted only if the patron
agrees to be
responsible for the cost of the ILL if a
use fee is charged along with the postage to/from the country, and any associated
costs (insurance, return receipts, etc.).
ILL
requests are not placed for:
- Material in the circulating collection of the
Prince William Public Library System with the
following exceptions:
a. Items
where ALL circulating copies in the online catalog
show any status indicating that there are no active copies
(such as Bindery, Copy Returned, Damaged/Billing, Weeded,
Trace, Lost, Missing, Not Available) or are overdue for an
extended period of time (several months).
b.
Full-text articles from periodicals or newspapers from the
electronic resource database. Those available from the
electronic resource database are forwarded to the patron by
ILL staff.
- Audiovisual materials, i.e. videos, CDs, DVDs or
cassettes.
- Material with publication dates within the most recent
12
months. This is a general standard throughout
libraries, which allows new material to circulate to the
owning library’s patrons first.
- Current best sellers.
- Entire issues of newspapers and periodicals
How
long does it take to obtain requested material?
Most materials arrive
within 4-6 weeks
of the date of the request. To check the status of a
request go to
ILLiad.
Are
there any fees for the service?
Prince William Public Library System
does not charge an ILL fee. Borrowing charges and rental
fees imposed by the lending library are paid by the
patron at the time of pickup of loan material.
What
does "in-library use only" mean?
"In-Library use
only" means
that the material may not be removed from the library.
The "in-library" use restriction is imposed by the
lending library. The lending library determines
restrictions and use of material. This material cannot
be removed from the library. All microforms and some print material
are subject to this restriction.
How
is the due date determined?
The lending library or institution
determines the loan period, following their due date
policy.
Can
I renew my ILL?
No, ILL materials cannot be renewed.
Can
I return my ILL in the Bookdrop?
No, ILL returns may not be placed in
the Bookdrop. All items must be returned in person
to the circulation desk
at any Prince William Public
Library System location.
Are
there overdue charges for late material?
- The overdue fines for ILL materials
are $1.00 per day, per item, with no maximum amount.
- There is no grace period, and no
maximum fine.
- Fines accrue each day the Prince
William Public Library System is open.
- Fines do not accrue when the entire
Prince William Public Library System is closed.
What
if I lose or damage ILL material?
Patrons will be billed for lost and
damaged materials at replacement costs established by
the lending library. There is a $5.00 non-refundable
processing fee.
If you have lost or damaged ILL
materials, contact the
ILL Office
or by phone (703) 792-4894.
How do I request Census Microfilm?
You may request Census microfilm
through the Latter
Day Saints Microfilm Program, which offers census
microfilm and may be obtained through RELIC, which is
located in the Bull Run Regional Library. For further
information, please contact RELIC at (703) 792-4540.
Please use the microfilm request form.
What is ProQuest's Dissertation Express?
Dissertation Express is a service
offered at no charge through the ILL office. It
gives patrons the option of buying unbound,
shrink-wrapped copies of dissertations or thesis at
$38.00 each, instead of borrowing them through ILL.
In most cases, the dissertations are delivered to the
library for pickup within two to three business days or
ordering. To request a dissertation for loan or
purchase, click the Request a Dissertation button on the
Main Menu of ILLiad. Once it has been determined the
requested dissertation is available for purchase, you
will be contacted to submit a check for $38.00 made
payable to: ProQuest. Once the check has been
received in ILL, the order will be placed. If the
dissertation is unavailable for purchase, we will cancel
the request and ask if you would like ILL to obtain it
as a loan for you. You will need to resubmit the request
by clicking the View/Resubmit Cancelled Requests button
and enter a note that a loan is acceptable.
NOTICE WARNING CONCERNING COPYRIGHT RESTRICTIONS
The copyright law of the United States (Title 17, United States Code) governs the making of
photocopies or other reproductions of copyrighted materials.
Under certain conditions specified in the law, libraries and archives are authorized to furnish
a photocopy or other reproduction. One of these specified conditions is that the photocopy or
reproduction is not to be "used for any purpose other than private study, scholarship, or
research." If a user makes a request for, or later uses, a photocopy or reproduction for purposes
in excess of "fair use," that user may be liable for copyright infringement.
This institution reserves the right to refuse to accept a copying order if, in its judgment,
fulfillment of the order would involve violation of copyright law.
