Reserve Studies and Neighborhood Strategic Planning Are Key Tools for HOAs and Non-organized communities alike. In fact, conducting a Reserve Study is a PRIMARY fiduciary responsibility of a Common Interest Community's board. It has to be done regularly and competently and cannot be ceded to the Property Manager. But all neighborhoods (HOA and non-HOA) can benefit from a comprehensive strategic planning effort.
