The Prince William Public Library System Foundation serves as a catalyst to develop innovative library services and to raise funds through community interaction.
 
The library has always had a special place in society, evolving from simple rock renderings, to papyri, to paper, and to electronic digitization of information. Libraries play a significant role in not only providing information, but in serving to shape the future. For the 21st Century, libraries have a unique challenge with one foot in the print world and the other foot in the electronic world. Electronic formats are better than print for some things, but the print world still holds center stage.
 
A key objective of libraries is to support the interests of its customers and fostering the desire to read. Although libraries are in a period of tremendous change there still exists the desire to maintain a strong link to the Library among like-minded readers through book discussion groups, author seminars, developing innovative projects and programs and interactive community activities.​

Recognizing that government funds are limited and the needs of the community are changing, including expanding and adding the world of electronic information, other funding sources are necessary to meet these needs. The Prince William Library Foundation was established in 1997 to allow community-minded citizens, organizations, and business, to make endowments and contributions through the Foundation's activities and projects. The Foundation is a 501 C (3), non-profit organization existing solely to solicit and accept tax-deductible gifts. It is governed by a 15-member Board of Directors composed of local community leaders. Foundation Board Meetings are held the second Monday of every month and are open to the public.​​ ​
