Community Housing Development Initiative (CHDI) Program:

 

The Department of Behavioral Health and Developmental Services (DBHDS) and the Prince William County Community Services (PWC CS) collaborated to implement the Community Housing Development Initiative Program which will create affordable rental housing in Prince William County and the Cities of Manassas and Manassas Park with a leasing preference for the Commonwealth's Settlement Agreement population as a result of the Commonwealth of Virginia settlement agreement with the Department of Justice (DOJ) regarding the Commonwealth's provision of services to individuals with intellectual and developmental disabilities.   

 

Community Housing Development Initiative (CHDI) funds have been awarded to Prince William Community Services Board (CS) and are intended to subsidize the capital costs associated with developing rental units dedicated to housing individuals with developmental disabilities covered under the Settlement Agreement population. 

 

CS has collaborated with the Prince William County Office of Housing and Community Development (OHCD), to administer the CHDI Program as well as the competitive application process.  Funds shall be awarded in the form of 30-year forgivable loans to affordable housing providers to purchase, rehabilitate and operate a minimum of ten affordable rental-housing units.  The program is anticipated to provide permanent housing to approximately 16 to 20 individuals with development disabilities who receive Medicaid Home and Community Based Waiver funding to receive services in the community.  The award process will include execution of funding agreements with each awardee that is consistent with the program requirements. 

 State Rental Assistance Program (SRAP)

 

The DBHDS has created a State Rental Assistance program (SRAP) with a project-based rental assistance (PBRA) component to serve individuals with developmental disabilities in the Settlement Agreement population who want to live in their own housing.  The SRAP-PBRA program is designed to provide rental assistance in units that serve eligible households, so these households have the means to lease private market rental housing that meets their needs.

 

In addition to the CHDI funds, Applicants awarded CHDI funds may also apply for funding through the SRAP-PBRA program for project-based rental assistance for eligible units.
