Safety Awards 2012
EMS Team Recipients of Safety Award For Excellence (SAFE)
Battalion Chief Steve Kersse, Captain Bob Montminy, Captain Kim Pumphrey,
Lieutenant Paul Smiljanich and Lieutenant Matt Child
Among the many staff that worked diligently to create a successful Civil War Sesquicentennial anniversary celebration, this EMS group stood out.
This team was charged with planning for EMS care for an estimated 150,000 people participating and attending the events.  They faced weather extremes, heat emergencies, and insect exposures, and had a diverse group of customers, including reenactors, spectators, service providers, and event staff.  And they had to provide service in an environment without standard treatment facilities.
The group conducted hazard assessments and created an EMS plan that would enable EMS care providers to provide the greatest level of care for the greatest number of people.  This plan contained special simplified treatment protocols that facilitated the rapid identification and treatment of patients.  The plan provided for safety and security,  and it aided in limiting staff exposures.
The team researched best practices for such areas as:
  • Development of Treat and Release Protocols
  • Development of Mass Gathering Procedures
  • Design of all treatment tents and obtaining needed permits
  • Development of equipment cache that utilized multiple regional assets

EMS was provided to 267 patients, only 33 of which required transport to the hospital.  Several hundred additional individuals visited the treatment tent for heat or other minor ailments.  The EMS plan created for this incident provided for the safety and security of providers and civilians alike, and ensured that appropriate EMS care was delivered while preventing a strain on operational resources outside of the event.

For their model of the PWC Way of safety and health excellence, on a national level, this team exemplifies the Safety Award For Excellence.
