Residential Pool, Spa, or Hot Tub

 

A Building Permit is required if the pool, spa, or hot tub is designed to hold more than two feet of water. Zoning approval is required for all pools and spas. Read the Barrier Requirements for Residential Pools, Spas, or Hot Tubs. Steps 1-3 below may be completed at the Development Services Building at 5 County Complex Court, Prince William, VA 22192. Step 4 may be completed by telephone or online. If the property has a private sewage disposal and water supply (septic and well), contact the Prince William Health District at 703-792-6310.

STEP ONE: Zoning Approval

The Zoning Division counter is open from 8 a.m. until 4 p.m. Monday to Friday. No permits are issued after 4 p.m. See Zoning approval requirements for more information.

STEP TWO: Plan Approval

The Building Development Plan Intake counter is open for walk-through plan review from 8 a.m. to 4 p.m. Monday through Friday.

If the pool is above ground

  • Provide two copies of the Zoning Approval Certificate for Building Permit.
  • Provide details of fencing and gates.
  • Provide two copies of the manufacturer's brochure.

OR if the pool will be in ground

  • Provide two copies of the Zoning Approval Certificate for Building Permit.
  • Provide details of fencing and gates.
  • Provide two copies of the plans with original seal signature and date of a Professional Engineer licensed in Virginia.
  • Complete appropriate permit applications including Building Permit and Electrical Permit.
  • Mechanical Permit and/or Gas Permits are required for a heated pool.
  • Obtain fee pricing.

STEP THREE: Permit Issuance

The Building Permitting Services counter is open 8 a.m. to 4:30 p.m. Monday through Friday.

  • If the homeowner is the permit applicant and will be responsible for the work, the homeowner must complete the Affidavit of Owner.
  • If the contractor is the permit applicant and will be responsible for the work, the contractor must provide a copy of his or her Virginia State Contractor License and Prince William County Business License.
  • Pay for permits based on the approved Building Development Fee Schedule.

STEP FOUR: Construction Inspections

In order for staff to conduct an inspection of a project, the permit must be affixed to the front window of the residence and the approved plans must be available for the inspector to review at the time of inspection. See the Barrier Requirements for Residential Pools, Spas, or Hot Tubs.

Building inspections are conducted between 8 a.m. and 3 p.m., Monday through Friday. Visit www.pwcgov.org/ePortal or call 1-866-457-5280 to schedule an inspection through the automated system. The system will prompt for the permit number or 6 Digit IVR Pin Number, and inspection type and code, which were provided at the time of permit issuance. The inspection process will vary depending on the extent of the work. For swimming pools the inspection process varies depending on the type of pool and whether or not the pool is heated.
