The Superfund Amendments and Reauthorization Act (SARA Title III) of 1986 (Public Law 99-499) which is also known as the Emergency Planning Community Right-To-Know Act (EPCRA) established requirements for political subdivisions to create a Local Emergency Planning Committee (LEPC) and to prepare an emergency response plan for specified hazardous materials that are either manufactured, used, stored, or transported in the community.
To satisfy these requirements, Prince William County and the Cities of Manassas and Manassas Park established a Joint Local Emergency Committee (LEPC) in the late 1980's. The first Hazardous Materials Emergency Response Plan was established after approval by the Commonwealth of Virginia in 1990.
