Policy Guide for Monetary Contributions  




 
 

Monetary contributions for level of service (LOS) impacts, also referred to as cash proffers, are proffered conditions accepted as a part of a rezoning or special use permit application. The Comprehensive Plan uses level of service standards to measure the quality or quantity of service provided by five County agencies:

  • Transportation
  • Schools
  • Parks
  • Libraries
  • Fire and Rescue

These criteria are used to evaluate the potential impacts of development on public facilities, and to suggest mitigation measures to offset the impacts. The policy guide for monetary contributions details the process for calculating suggested monetary proffers to offset the impacts of development on public facilities. When the Board of County Supervisors first adopted the policy guide in 1998, it requested an annual update of the data. 

The current policy guide for monetary contributions was approved by the Board of County Supervisors at its May 2, 2006 meeting and became effective July 1, 2006. Click the link to view the 2006 Policy Guide for Monetary Contributions.
