The new Telegraph Road Park and Ride Facility, with a bus loop and shelters, 553 parking spaces, bicycle racks and lockers, crosswalks and benches, sidewalks, direct access for buses, bays and shelters for picking up and dropping off commuters, along with access to the I-95 High Occupancy Vehicle lanes, recently won an Engineering Excellence Award from the American Council of Engineering Companies.

The lot also received the 2013 Virginia Transportation Construction Alliance’s Transportation Engineering Award-Honorable Mention and the American Council of Engineering Companies of Metropolitan Washington’s Engineering Excellence Merit Award in Design.

The lot was built on the old Potomac Rappahannock Transportation Commission’s bus lot as a collaboration with the construction company (Johnson, Mirmiran & Thompson), Prince William County, the Virginia Department of Transportation (VDOT) and the Virginia Transportation Research Council.

The need for the lot came after a Potomac Mills Mall reclaimed 1,000 park-and-ride spaces to make way for new restaurants on their property. With the loss of commuter parking spaces at the mall, VDOT identified the PRTC lot, which was owned by the state, as an option for a commuter lot to accommodate the needs of commuters in Prince William County.

All of the partners quickly mobilized to complete the lot under budget and ahead of schedule,” said Khattab Shammout, Capital Division Chief for Capital Projects with the Prince William Department of Transportation. “I think the main reasons this lot received a lot of recognition and awards is the purpose of the lot, the speed of delivery and the efficiency between public and private organizations that came together to bring such an important project to the public.”

Additionally the Telegraph Road Park and Ride lot is connected to the nearby Horner Road lot with a lighted asphalt path, which Shammout said makes it easy for sluggers to get from the Telegraph Road lot to the Horner Road lot where they can join a slug line. Sluggers are commuters who wait in line at informal pick-up points at commuter lots across the county to join with drivers who are looking for riders so they can qualify to use the HOV lanes.

Shammout said the extra spaces at the Telegraph Road lot give commuters extra time since they no longer have to struggle to find parking. “You don’t have to stress out anymore. You don’t have to come an hour early to find a parking spot.”
