Public Facility Reviews  




 
 
Virginia law requires all public facilities, such as telecommunication towers, water tanks, schools, and sewer lines, to be consistent with the locality's Comprehensive Plan. In some instances the proposed facility is adequately shown in the Comprehensive Plan and no further review is required. However, if the Comprehensive Plan fails to adequately show the location, character and extent of the proposal, a Public Facilities Review is required.

Applicants for telecommunications facilities are required to submit additional information showing that the proposal will not impact the County’s 800 MHz public radio system. The requirements are detailed in the Public Facility Review Application. The applicant must certify that the proposal is consistent with the best practices for wireless communications: "avoiding interference between public safety wireless communications systems and commercial wireless communications at 800 MHz." Additionally, once a Public Facility is approved for a telecommunications facility, a site plan is required to be submitted to the Land Development Division. The Minimum Submission Requirements Checklist for Telecommunication Facilities identifies minimum requirements for site plan submission.

The Long Range Division of the Planning Office reviews all Public Facilities Review Applications. The initial review by staff will determine whether an administrative decision can be made by letter for projects that appear to be intended by one or more element of the Comprehensive Plan. The administrative decision will become final unless the Planning Commission requires a public hearing within 60 days of its receipt of the administrative decision.

If it is not clear whether the proposed project is intended under the Comprehensive Plan; staff will schedule a public hearing by the Planning Commission for the project.
