Prince William County Office of Housing and Community Development and the City of Manassas Housing Trust Fund have announced the new U.S. Department of Housing and Urban Development (HUD)-funded Foreclosure Rehabilitation Acquisition Program (FRAP). It is designed to help qualified home buyers purchase foreclosed homes in local targeted areas (Prince William County, City of Manassas, and City of Manassas Park). How to locate properties within the ten targeted Census Tracts: Properties purchased through the FRAP Program must be located within one of the 10 targeted Census Tracts in Prince William County (PWC). The following links provide street and neighborhood names of the targeted Census Tracts; use the zoom feature in Adobe to enlarge them: 9002, 9004, 9006, 9007, 9008, 9009, 9012, 9015, 9016, 9017. In addition, to view a the PWC Census Tract Map that shows main roads in the ten targeted Census Tracts, click on this link: FRAP County Mapper Census Tracts. The Prince William County Mapper located at http://www4.pwcgov.org/countymapper can be used to determine Census Tract location for a specific property address. Click "I Agree" to the user information page. The County Mapper main page will appear. Use the Map Legend to the left, scroll down to the Census Tract and check "Visible," "Active" and "Label;" then click "Apply Changes" at the top left of the legend. This will make the Census Tracts visible on the map. The drop down box on the right of the screen provides many search options, including search by specific address and search by Census Tract. A Census Tract may be broken into block groups such as 900403, 900404, 900901, 900902, for example. The first four digits are the Census Tract areas, the last two digits indicate block groups within the Census Tract. All block groups within the targeted Census Tracts are eligible areas for FRAP purchase. When specific addresses are searched, you will also have the option to link to the County’s Real Estate Assessment record of the property, which provides information about ownership, property assessment, and property transfer.
