Registered voters who will be away from Prince William County on Election Day, or who are unable to go to the polls because of illness or disability, may vote by absentee ballot. Eligible voters may vote in-person prior to Election Day, or apply to have an absentee ballot mailed to them.

Am I eligible to vote absentee?

Registered Voters eligible to vote by Absentee Ballot are: 

  • students and their spouses residing out of the County
  • those temporarily confined
  • those with a religious obligation
  • those absent from the County on business or vacation
  • First Responders
  • those working and commuting to and from home for 11 or more hours,
    between 6 a.m. and 7 p.m. 
  • active duty military, their spouses and dependents
  • electoral board members, registrars, and election officers
  • those temporarily residing outside of the U.S.
  • those with a physical disability or illness, including pregnancy 
  • those who are the primary caretaker of a confined family member

Voting by mail

To request an Absentee Ballot be mailed to you, print the Absentee Ballot Application, fill it out, and mail it to PWC Voter Registration and Elections, 9250 Lee Avenue, Suite 1, Manassas, VA 20110, or fax it to 703-792-6461. You may also fill out this form at either of our offices. The forms cannot be submitted online. Absentee ballot applications are also available at County government centers and libraries. The deadline to request an Absentee Ballot by mail is 5 p.m. on the Tuesday before Election Day.

When will I get my ballot?

Ballots are mailed starting approximately 45 days before each general election (30 days before a Primary Election), as soon as ballots are ready (you may send in your Application anytime after the previous General Election, e.g., in December you can send in an Absentee Application for any election to be held the following year, up to the next November election). Once ballots are ready, all applications received in our office are processed and mailed within 3 business days. Please send your application early enough to allow time for us to mail your ballot, and for you to return it by Election Day. Ballots must be received by 7 p.m. on Election Day in order to be counted. Call or e-mail us if your ballot doesn't arrive within a reasonable time. The last day ballots can be requested for mailing is the Tuesday preceding Election Day.

Is my mailed ballot counted?

All absentee ballots, those sent by mail and those cast in-person, are counted on Election Day in Virginia. Optical scan equipment is used to count paper ballots. Please follow the marking instructions on your ballot and return it in the envelopes provided. Be sure to fill in ALL the information on Envelope B. Anyone, including your spouse, family member or neighbor, may serve as your witness. If you choose to return your ballot in person rather than mailing it, remember that only the voter can hand-deliver his or her ballot to the Registrar's office.

How do I vote Absentee In-Person?

Absentee voting in-person begins approximately 45 days prior to a general election (30 days prior to other elections), depending upon the availability of ballots. Once voting locations, times, and dates are finalized prior to an election the Absentee Voting In-Person flier will be available.

There are two permanent locations for Prince William County voters:

  • PWC Voter Registration and Elections Office; 9250 Lee Avenue, Suite 1; Manassas, VA 20110
  • PWC Voter Registration Office at the Department of Motor Vehicles (DMV), 2731 Caton Hill Road, Woodbridge (located inside DMV building) 

The Absentee Ballot application form is available at both locations. When you go to vote In-Person, you will complete the form, provide an appropriate ID (see Voter ID Requirements), and vote on a voting machine just as you would on Election Day.

Active-duty Military and Overseas Citizens

If you are:

  • a member of the military on active duty, or an eligible spouse or dependent,
  • a U.S. citizen temporarily residing outside the United States,
  • a U.S. citizen overseas by virtue of employment or accompanying spouse or dependents, or
  • U.S. citizen residing outside the United States,

you may be eligible to receive an absentee ballot by completing the Federal Post Card Application (FPCA). For specific information, including an on-line version of the FPCA, see the Federal Voting Assistance Program Web site. The FPCA allows eligible citizens to register and request absentee ballots on one form and to receive ballots for elections for two federal election cycles, rather than the Virgina-specific single-election application.

ATTENTION OVERSEAS CIVILIAN VOTERS

Virginia Election Law requires that civilians who have voted by absentee ballot as "Temporary Overseas Voters" must re-register when they return to Virginia. Returning civilians must complete and mail in a Virginia Voter Registration Application before the registration books close for the next election.

Ongoing Disability and Illness

Virginia Election Law 24.2-703.1 provides that any voter who is eligible for an absentee ballot “... because of a physical disability or physical illness and who is likely to remain so disabled or ill for the remainder of the calendar year shall be eligible to file a special annual application to receive ballots for all elections in which he is eligible to vote in a calendar year.”

If you have an ongoing disability or illness and you wish to receive an absentee ballot by mail for all elections in which you are eligible to vote, call 703-792-6470 or print a copy:  Annual Absentee Ballot Application for Disabled or Ill Voter. The first application you send to us requires a doctor’s signature, verifying your disability or illness.

You will be sent absentee ballots for all elections in which you are eligible to vote. In December of every year you will be sent another Annual Application to be completed in order to request ballots for the upcoming election year. These subsequent Annual Applications do not need the physician's signature since you would have already submitted a physician's statement on your first annual application.
